My Feb of 1967 built Corvette has "Y" series black plates on it, because it moved to California in 1969.

If you happen to have a copy of an old original Ca pink slip, look at the section with the * mark. If it shows a year (such as '69, '70) than that was the year that the car was transferred to California and received those specific plates identified on that pink slip.

Of course it could have 1st been sold in Ca and originally had earlier black plates, then moved to another state and back again, each time requiring new plates to be issued. Or damaged or stolen plates as previously mentioned.
