Without the sheet, there is no way to tell for sure what came on the car. But January 6th, 1970 (according to your wheel date there) certainly puts the wheels close enough to the car's "scheduled" production date of Feb 5th.
Now when it comes to collapsible spares, there are stories of new Cuda/Challenger owners popping the trunk at the dealership and telling their salespeople to "get that s#*t out of the trunk of my new car and get me a real spare please!". To which some salesmen would respond by raiding another car on the lot to get a full size spare to toss in there. It happened.
