Found the Collar on another site. It is available (without the padlock) for under $50. Another $10 to include the padlock. I like that it works with or without the trailer being hooked to the hitch.

They are gone on vacation until the 28th, so will wait and call when they get back to see if they can get the shipping cost down to around $10.
