Default Starter problem

I am putting together a small block Chevy with a 10 1/2 inch flywheel, 403 bellhousing and a starter with the aluminum front starter housing. The starter does not mesh right I have tried using a couple of shims but it doesnt seem to help. This would be the same setup for a automatic car. Anybody else have this problem or a cure.

I used a cast iron nose and it worked Kim
